Represents the Council in mutual relations with other state bodies, bodies of territorial and public self-government institutions, enterprises, organizations, establishments, unions and citizens.
Introduces a candidature for the post of a deputy head of the District Council of Deputies during the session of the Council for election.
Is the head of the Council’s presidium.
Gives the Council a report on status of affairs of the Council and on other questions of his competence, introduces to the population sessions of the Council as required, but not less than once time a year, reports on the activity of the Council and Presidium of the Council, informs citizens about conditions of affairs on the territory within the jurisdiction of the Council.
Directs the projects of Council’s decisions for conclusion of corresponding constant commissions, gives commissions to heads of constant commissions.
Convenes sessions of the Council, organizes work on preparation of sessions, sittings of the Presidium, guides these sittings, provides a control over performance of the taken decisions.
Introduces during the sessions of the Council propositions about repeal of decrees of the head of the district executive committee, decisions of executive committee in case of discrepancy to the legislation of the Republic of Belarus.
Signs the decisions and protocols of sittings of the Council, its Presidium, issues orders within the limits of his competence.
Provides a consideration of citizen’s appeals, addressed to the Council.
Considers inquiries addressed to him and gives answers in order and terms determined by the legislation of the Republic of Belarus.
Realizes a guidance over apparatus of the Council.
Solves other questions in according to the legislation of the Republic of Belarus, including decisions of the Council.
